Electronic appeal

ATTENTION!

On January 2, 2023 changes and additions made to the Law of the Republic of Belarus dated July 18, 2011 No. 300-Z “On appeals from citizens and legal entities” come into force.

In this regard, the procedure for submitting electronic appeals will change.

Electronic appeals will be submitted using the state unified (integrated) republican information system for recording and processing appeals from citizens and legal entities обращения.бел.

 

Applicants in the system for recording and processing applications обращения.бел:

  • register by filling out the registration form on the website;
  • submit electronic appeals and receive responses (notifications) to them;
  • review the list of submitted electronic appeals and the status of their consideration;
  • send information messages and requests for consultation to the operator of the system for recording and processing requests on the functioning of the system for recording and processing requests.

 

Applicants (with the exception of persons who are administrators of organizations or responsible persons) are registered in the system for recording and processing applications by entering the following information about themselves into the registration form on the website:

  • surname, first name, patronymic (if any), address of residence (place of stay), subscriber number of cellular mobile telecommunications, email address – for an individual;
  • payer’s registration number, name, address of the organization’s location, as well as last name, first name, patronymic (if any), email address and subscriber number of cellular mobile telecommunications of the head or person authorized to sign applications in the prescribed manner – for a legal entity.

 

During registration, the applicant (with the exception of a person who is an administrator of the organization or a responsible person):

  • confirms the subscriber number of cellular mobile telecommunications by entering the confirmation code received in an SMS message to the specified number;
  • confirms the email address by clicking on the link received at the specified address;
  • attaches a public key certificate or a biometric document belonging to him if it is used for identification and authentication in the system for recording and processing requests.

 

Upon completion of registration of the applicant (with the exception of the person who is the administrator of the organization or the responsible person), the system for recording and processing applications automatically creates the applicant’s personal electronic account.

 

An applicant (with the exception of a person who is an organization administrator or a responsible person) for identification and authentication in the system for recording and processing applications, applicants can use:

  • login and password generated by him when registering in the system for recording and processing requests;
  • login and password generated during the registration process in the national postal electronic system;
  • which belongs to him the public key certificate or biometric document.

 

After the applicant (with the exception of the person who is the administrator of the organization or the responsible person) has completed the identification and authentication procedures, the system for recording and processing requests identifies him by providing the opportunity to use the functionality available to the applicant in his personal electronic account.
